The more centered this connection point, the better for the vehicle in the ditch. You will pass one end of the Recovery Strap, # EM59600, around the frame and use a Tow Strap Cinch Bone, like # BC-902, to hold it in place. I contacted our representative at Blue Ox and the safety chains included in the Blue Ox base plate kit # BX1131 and the base plate themselves haven't been tested as a recovery point to pull a Jeep out of a mud hole.
I wouldn't recommend it and I think your best option is to get tow strap. It's inexpensive and will provide you a peace of mind when the time comes to safely pull a Jeep out of a mud hole.

As a fellow Jeep-er, I can appreciate your desire to keep a recovery point on your vehicle and I think that you're right in saying that you're going to lose your factory installed tow hook during this installation. The Erickson Bolt-On Tow Hook - Black - 10,000 lbs, item # EM59505, has the same mounting dimensions as the chrome bolt on tow hook, item # EM59503, which I recently measured. The mounting holes are spaced 1-3/8 inches apart on center. I took a photo of the tow hook and added the measurement for you to see.
You will have to measure the spot on your frame that you intend to mount the tow hooks and see if there are existing holes or if there is enough room to drill 1/2 inch holes.

The tow loops on the Curt Front Mount Trailer Hitch Receiver part # 31180 are recovery points that you can hook a tow strap to like part # EM59700 and pull yourself out with if you ever get stuck. They are rated for 9,000 lbs each just like the receiver tube. If you don't want to use these tow loops then we have the Curt Forged Tow Hook part # C45500 which will allow you to use the receiver tube opening to pull yourself out with.

I don't think it would hurt anything to reinstall that tow hook on your 2016 Scion iM but at the same time I cannot recommend an installation that is different than what the instructions indicate. There is the chance that the thickness of that tow hook would make it so the bolts are not long enough to install properly and hold the hitch on which is why I advise against it.

This is a really great question that we debated here not that long ago actually. A lot of people have done it both ways and it seems to be fine for most people to ground through the frame. But on higher drawing winches like what you have it's best to run the wire (I know it's expensive) back to the negative post of the battery. I spoke with my contact at Roadmaster and they see this frequently with front wheel drive cars, there is very little room between the strut and the wheel.
When installing a wheel net like the Roadmaster, # RM-2150, you will want to be aware of where the strap is located and make sure that it does not have any contact with anything but the tire and wheel. Long story short, that's not going to work for you even with a double line pull using a snatch block like the # CU881079. In reality, you need at least 1.5x the GVWR of your vehicle when it comes to winch capacity. I noticed that you purchased the Curt Hitch # C11412 and you are correct that Curt recommends using a stabilizing strap on non-towing applications. The part recommened is Curt's Trailer Hitch Suppport Strap part # 18050.
One end of the strap connects to your bike rack while on most model vehicles the other end attaches at the top edge of your trunk. The strap has a cam buckle that is used to tighten the strap.

To install the Rampage Custom Towing Mirrors # RA8605 on your 2021 Jeep Wrangler Unlimited, you will simply fit the clip on the strap on one end of the factory side mirror housing, and then fit the other clip on # RA8605 to the other end of the factory side mirror housing.

If you're struggling to get the straps loose from the 3477 Roadmaster Tow Dolly # RM-2050-1 since your 2009 Chevy Impala sits too low, you'll need to move the release down and hold it there manually while you pull down. This will loosen up the strap and then might give you enough slack to then open up the handle fully to make removing the strap easier.
